decline. >> the president posting on social media this morning after a phone call with mayor lurie, as well as some tech titans, including the ceos of salesforce and nvidia, that he's decided to give san francisco city leaders a chance. >> and they said, we're working really, really hard with the mayor and we're making progress. would it be possible for you to hold off, for you to hold off the surge? and i had 4 or 5 calls, and i think they're making progress of their own. >> separately, u.s. customs and border protection agents began arriving at coast guard base alameda this morning, drawing hundreds of protesters outside the base and in other bay area cities. and tonight, the demonstrations have continued. ktvu zac sos has the story. >> shame on you. >> protests continuing into the night outside coast guard island in oakland. throughout the day, hundreds of protesters blocking access to the island where immigration enforcement agents deployed by the trump

administration were originally expected to be based. by the afternoon, the president, calling off his planned surge, but the crowd staying put. >> this is our home. it horrifies me that ice was going to come here and break up our community. >> it's important that people feel safe in their homes. it's important that people aren't searched without warrants. >> in the afternoon. ktvu capturing chp officers making an arrest as protesters refused to unblock the entrance to the island. earlier, flash bang grenades and several smoke bombs were deployed by border patrol agents attempting to get into the base. one of the smoke bombs going off in a man's face. >> i came to say we're here in peace. and he didn't care. so there's nothing. there's nothing else to say. then clearly, he wanted to cause harm to me. >> two miles away, another crowd assembling at fruitvale station. >> trump shouldn't get away

with what he's doing. i shouldn't be in the bay. people shouldn't be taken out of their homes like this. >> rights aren't supposed to be privileges, and they're supposed to be inalienable. so like they're supposed to apply to everyone. >> the protesters later taking to the streets, arriving at the entrance to coast guard island an hour later, further bolstering the size of this demonstration. >> we are not going to declare war, but if he is going to declare war on us, we're going to stick together. >> all right. we want to get now to ktvu zac sos, who is joining us on the phone. and, zach, i know there's been some activity near the base. what can you tell us? >> well, for much of the evening, these protests remaining pretty peaceful. but within the last hour, we saw a u-haul truck pull up to the front of the base. the base entrance. it was blocking the base entrance. and then it suddenly started to make a bizarre maneuver, and it backed straight up towards the entrance of the base, toward

some of the coast guard patrol officers at an accelerated rate. they ordered that u-haul truck to stop. it did not. it kept pulling forward and then reversing back. our. we did hear a number of what appeared to be shots fired. unclear if those were gunshots or security guard who was with us believes they may have been gunshots. that's when the u-haul then accelerated off, pulled away and then turned right around and started heading right back for the base. at that point, our security guard told us that it was essentially time to go. >> and zach, what about the crowd? how many people were there, you know, at the top of the hour before you took off? and did everyone else disperse, or do you think they're still hanging out there? >> so towards the top of the hour, it was already a bit of a thinner crowd, i would say around 50, maybe 70 people. the reason that that crowd had

dwindled to that number was that earlier chp appeared to be staging in riot gear, ready to advance on the crowd. there were a few blocks away. that's when one of the protesters alerted the the the whole group to the situation. and that's when i would guess around 200 to 300 people decided to disperse, leaving just the 70 to 50 again. things did remain pretty peaceful until that u-haul arrived. and at that point it appeared that most people fully dispersed. did you see? sorry. go ahead. >> sorry. did you see other law enforcement kind of converging on the area after this was all going on, or was chp still kind of in that intersection and in the area? >> no, that was one of the reasons that we opted to leave. essentially the only security personnel that we saw at that point were the coast guard officers who had throughout the

day, basically formed a line to block off the entrance to the island. so i would say it was anywhere from 12 to 20 of them. and what was concerning to us is that they were there to basically protect the base. they were pointed in our direction. so we were potentially in the line of fire. that's why we decided to leave. but no, at that point, we did not see any chp officers patrolling earlier in the day. they occasionally were rolling by to kind of assess the situation, but at that hour, we hadn't really seen anyhp anywhen hour to two hours. >> just letting our viewers know we do have a live picture now. looking out toward coast guard island. zach, tell me more about the u-haul, because when i was watching our coverage this morning, i also noticed a u-haul that had been parked out there in front of the base. not sure if it's the same one, but could you tell if there was just one individual,

the driver? were there other people there? inside the u-haul? >> it appeared to be one driver. the initially they were playing some pretty loud music in the u-haul. i was even commenting to my photographer and our security guard that it was it was striking to me that they were allowing the u-haul to be parked there, because that in and of itself sure would potentially pose some sort of security concern. you don't know what's in the back of that. so i was wondering how long they were going to allow that u-haul to be parked there. i would say it was parked there probably anywhere from 10 to 15 minutes before it started to make those bizarre maneuvers. and again, accelerating backwards, straight at that line of heavily armed coast guard personnel. >> and again, for viewers at home, that is the only way on and off coast guard island there. and nothing, zach, that prompted that move at that time,

if it had been sitting there for 10 or 15 minutes. >> i'm sorry, can you repeat that? >> nothing that you could see that prompted that decision. if it had been sitting there for 10 or 15 minutes for it to, you know, kind of make that that move at that time. >> you know, nothing that i saw. but i will tell you that from our perspective, it appeared to be intentionally aggressive, as in, nobody from coast guard had come out to speak with the vehicle. it just suddenly pulled out and then again started to accelerate backwards, straight at the line of coast guard personnel. >> and we don't know if anyone was hit, if this was gunfire and we don't know where the u-haul is right now. >> you know, and again, i want to be careful there. it did. it certainly was. they were firing. but it's unclear if that was some sort of non-lethal device that they were using or if it

was. >> rubber bullets, gunfire. >> i can tell you that the truck did manage to drive away. so it's possible that it was a non-lethal form of fire because it seemed like the tires, at least when the car, when the truck was pulling away, were intact enough to allow it to drive away and then come back again. >> all right. so certainly a lot of questions at this hour, but certainly safety first, zach, we're glad that you were able to get yourself out of really what seemed to be a very dangerous zone there, really, as that situation changed very quickly. thank you. >> you bet. >> all right. we continue our coverage now as we head to san francisco, where protesters were also gathering in the city tonight. and this is video from citizen app, which shows dozens of people marching down market street. they begin their march

at embarcadero plaza, where one woman we spoke with says even if the surge doesn't happen, they still need to make their voices heard. >> it's all the more important that we stay in the streets and that we stay activated. because really, i think an organized community is the reason that daniel lurie felt pressured to make that call, and why donald trump did back down in the first place. >> now, earlier today, faith, labor and community leaders released a joint statement. it was signed by over 150 organizations rejecting the, quote, manufactured chaos, pain and damage. this invasion threatens to unleash on the bay area. >> when immigrants are under attack. what do we do? >> dozens also rallied in front of san jose city hall earlier tonight to show their support for the south bay's immigrant communities, organizers say. despite today's announcement from the president and mayor lurie, they are still worried about enhanced immigration enforcement. and we're also learning more about that conversation between san francisco's mayor and the president that ultimately put a

halt, at least for now, to this federal deployment. >> ktvu christian captain, has that part of our coverage from san francisco. >> after days of speculation about the possibility of the trump administration sending federal law enforcement assets to san francisco, president trump and san francisco mayor daniel lurie have announced that a surge in federal deployment for immigration enforcement is now off. >> late last night, i received a phone call from the president of the united states. >> in that call, mayor lurie said that he told the president that san francisco is on the rise and told the president about progress on law enforcement and progress on the financial front as well. in san francisco, mayor lurie said he welcomed ongoing partnerships with the fbi, dea, atf and u.s. attorneys to get drugs and drug dealers off the city's streets. >> in our conversation, the president told me clearly that he was calling off any plans for a federal surge in san francisco. secretary of homeland security kristi noem

reaffirmed that direction in our conversation this morning. >> for his part, the president posted on his social media platform that he'd spoken with friends in the area, and mayor lurie and the mayor had asked him very nicely that he be given a chance to turn it around. the president said he'd received calls from the heads of nvidia and salesforce, and ultimately decided to hold off on a deployment. >> they're doing a good job, so we are holding off that surge, everybody, and we're going to let them see if they can do it. i said, i think we can do it much faster. i know we can do it faster. i think we can do it better than anybody. we can take criminals out that they're not going to know about, and probably they don't have the legal authority maybe to do what we can, but i'm okay with it. >> the white house said the president was interested in working across the aisle to address crime. >> he is genuinely interested in this effort to make our streets safer, to make our cities safe and clean again. and he heard from the mayor last night who told him that he is going to earnestly try to make his city better on his own.

here's some breaking news out of oakland. this is near the u.s. coast guard base. that u-haul truck that you saw on your screen was involved in a confrontation with federal authorities. there it is now. at some point, authorities on

the base opened fire in the direction of that truck. those officials were heard telling the driver of the truck to back off. now, all of this comes a day after a day of persistent protests near the base. as of the deployment of federal agents to the base. now we are still gathering information about exactly what happened, and we will have another update for you as we get new information. and also during our 11:00 newscast. >> and at one point during the protests earlier today, border patrol agents used stun grenades to try and disperse the crowd. authorities also fired pepper spray balls and used smoke bombs that allowed agents to in their vehicles to eventually enter the base. our photojournalist jaedyn shaw captured an image of one of the stun grenades that was used. it's labeled as a low roll distraction device and was manufactured by the wyoming based defense technology company. according to the company's website, the device contains 12g of explosive

powder and is designed to temporarily disorient people by emitting a loud noise and then a bright flash of light. the website also notes, if used incorrectly, these devices can result in death or serious injury. >> well, today's 11th hour agreement between president trump and san francisco mayor daniel lurie essentially scrapping a major immigration operation in the city, at least for now. the president, speaking with lurie on the phone, along with at least two tech ceos. ktvu john jack, is live at city hall tonight with a closer look. john. >> yeah. and claudine, those conversations apparently convincing the president to hit the brakes on that original plan that came to the surprise of many political experts. >> he picked up the phone and called me. >> a surprise phone call between president trump and san francisco mayor daniel lurie, leading trump to pull the plug on a planned immigration enforcement in the city. >> what the president said to me is that he is calling off

the potential surge. >> and we're going to let them see if they can do it. >> trump saying lurie quote, asked nicely. >> i told him the same thing that i have told our residents. san francisco is on the rise, but having the military and militarized immigration enforcement in our city will hinder our recovery. >> but trump says he also had conversations with two bay area tech ceos, salesforce's marc benioff and nvidia's jen-hsun huang, who both asked him directly to call off the search. >> and others called me from san francisco and they said, we're working really, really hard with the mayor, and we're making progress. some of the smartest business leaders, and they're working very well with the police department. they're doing a good job. >> steve wolpert, politics professor at saint mary's college of california, says it's clear trump did what he's known for. he made a deal.

>> trump is comfortable with billionaires. he likes billionaires. and most likely it's the ceos of these companies. these two billionaires called him up and said, please do us a favor. and he says, okay, and now i'm going to want a favor from you at some point. >> wolpert says. otherwise, the operation likely would have gone forward as it did elsewhere. >> well, there's nothing different in san francisco than portland or chicago, where the crime is not sufficient to justify what he's doing. so nothing. lurie could say, is going to make a difference. so that leaves the ceo's intervention. that's the one thing that's different. >> john dennis of the california gop says he hopes these conversations ultimately lead to bolder action on crime in san francisco. >> the mayor averted a really embarrassing situation, and hopefully he now realizes that trump is serious. the city has issues, and hopefully this will light a fire under the mayor.

a list of rapid response network hotlines for counties across the bay area. advocates suggest if you see immigration enforcement activity, you call one of those hotlines immediately. >> and concerns over federal immigration enforcement have been affecting communities and families and schools. and tonight, at least two women right here in the bay area say they live in constant fear due to their undocumented status. ktvu christina rendon has their story. >> two women who live in the bay area, both undocumented, with similar stories, one from mexico, the other from el salvador. >> mucho mucho mucho mucho tengo. i'm so afraid. >> i'm trying to tell people, don't be scared. but it's so difficult when i'm feeling scared. >> each year, mothers of three, they work separately as housekeepers, volunteer at their local churches, and help lead efforts organized by the group faith in action. we're protecting their identities. given their heightened concerns over federal immigration enforcement and what may happen to them if they're taken into custody. the worry brings one

of them to tears, thinking of her children and grandchildren. >> it's going to the frustration. i'm angry not to be able to live happy. we cannot go outside because we are afraid that they are going to go after us. so they're going to get us. it's horrible. >> ana came to the u.s. as a teenager to be with her parents, but her mom recently deported back to el salvador. she fears for her children's future, even though they are u.s. citizens. >> because they've been targeted, because they are latino, because they are brown. >> what do they tell you? >> they are scared. they ask me if i go to work this morning and i say yes. >> she said her neighborhood was quiet on thursday without the usual traffic. people afraid to take their kids to school. >> a nuestras familias estan en moment. no estan solos. >> oakland unified school district officials joined the oakland mayor and other leaders at a news conference about possible ice activity. to

over $140 million in state funding for planned parenthood. the trump administration's last federal funding bill stripped funding to any health care nonprofits that provide abortions for one year. planned parenthood closed five clinics in northern california, citing the funding cuts. it operates more than 100 health care centers up and down the state, and the seiu wants to put a measure on the ballot next year to tax billionaires to help make up for federal cuts to medicaid. billionaires would pay a one time tax of 5% of their net worth. the union says it would raise $100 billion for health care. critics argue that the richest californians could move out of the state to avoid that tax. the proposal would have to receive more than 870,000 signatures by next spring to qualify for the november 2020 ballot. >> tomorrow will mark day 24, the government shutdown and hundreds of thousands of federal workers will miss their next paycheck. two competing bills failed in the u.s. senate today. a proposal by senate republicans would have ensured

of breaking any league rules and denying that he is a gambler. crystal bailey, ktvu, fox two news. >> some changes with the overall weather pattern. we have been talking about a system that will boost the rainfall chances this weekend. still on track, especially up in the north bay. so no big changes there. but overall still nice forecast shaping up for your friday. this was the scene today looking out above san francisco. nice today, 60s and 70s. but then into saturday we will bump up those rain chances here in the bay area, especially for along the north coast of california. they'll get the most rain up toward eureka and cape mendocino. and for the bay area totals, you can see we're not expecting major amounts, maybe point or two. that does not sound like much. it's not much that would be favoring the south bay and then possibly an inch that would be, sorry, half an inch. that would be favor the north bay. and then as you work your way closer to humboldt county, those amounts could be approaching an inch. so that's kind of the the headline, the theme with this incoming system first thing saturday morning, the heaviest rain is up toward eureka and mendocino toward mendocino. by the time this

hits the south bay, it's going to be in a much weaker state. in fact, these numbers reflect that. here's the forecast model, showing you the bulk of the rainfall through the weekend up along the north coast of california. and these numbers, these numbers really taper off rapidly, especially south of san francisco. for right now, though, we have the clouds in place, partly cloudy skies, some low clouds developing coastline right around the bay. here's the pattern. the jet stream we are watching here. you can see this this setup out here. but the part that we're really watching this little curvature in the jet stream, that's going to be the key factor in our forecast by tomorrow night, late tomorrow night and into saturday morning. current numbers out there right now. santa rosa 54. concord is 61. oakland 59, san jose 59 degrees. right now if you are heading to the coast once you once again, it seems like we're talking a lot about some big surf lately. and another beach hazards alert is in place right on through the weekend. building northwest swells. we're going to have an increase in the rip currents, and sneaker waves and waves could be up there around 10 to 15ft. so a lot of energy hitting the bay area coastline over the

coming days. overnight temperatures definitely want to bundle up. kind of a chilly morning out there. mid 40s to the 50s, partly cloudy skies, some patchy fog. and here's the overall weather pattern. of course, we had the kind of some hazy sunshine this afternoon. a sun cloud mix for your friday, and then this part of the system approaches northern california into saturday. and here's what the forecast model thinks. as you can see tomorrow morning, maybe some drizzle out toward parts of the coast and then by 12:00, kind of a sun cloud mix, partly cloudy skies later in the day, and then you can see all the action up to our north. this could swing into the north bay early saturday morning. this is 5:00. and then 12:00 could be approaching the south bay. notice it's not an all day rain event, but still that action kind of focused in monterey bay. and then this is 5:00 on saturday. and then another surge of moisture wants to come on board. this would be sunday. and once again most of the action is to the north of the bay area. but we still have to keep the possibility of some showers in the sunday forecast. highs for tomorrow will be the 60s. warmest locations approaching the low to mid 70s, partly to mostly cloudy skies
